What does the code say a driver who must give way may take into account before proceeding?

B — The position, speed and distance of the other road users
Why
Art. 12.5 says a driver who must give way may proceed only if they can do so without risk of an accident, having regard to the position of the other road users, their speed and the distance at which they are.
Why not
- A Where the other users are in relation to a built-up area is not what the article names.
- C The limit is what others may do, not what they are actually doing.
- D The article names position, speed and distance, not signalling.
